The fourteenth session of the AWG-KP and the twelfth session of the AWG-LCA will take place from Monday, 4 to Saturday, 9 October 2010 at the Tianjin Meijiang Convention and Exhibition Center (MJCEC), Tianjin, China.
The above-mentioned sessions will be preceded by preparatory meetings of the Group of 77 and China, the African Group, the small islands developing States and the least developed countries from Tuesday, 28 September to Sunday, 3 October 2010.

Some 41 industrialized countries have formally communicated their economy-wide targets to the Convention’s secretariat, while 35 developing countries have communicated information on the nationally appropriate mitigation actions they are planning to take, provided they receive the appropriate support in terms of finance and technology, according to the report.

“It is clear that while the pledges on the table are an important step towards the objective of limiting growth of emissions, they will not in themselves suffice to limit warming to below 2 degrees Celsius,” said UNFCCC Executive Secretary Yvo de Boer.

“The Climate Conference at the end of this year in Mexico therefore needs to put in place effective cooperative mechanisms capable of bringing about significant acceleration of national, regional and international action both to limit the growth of emissions and to prepare for the inevitable impacts of climate change,” he added.

The report contains the text of the Copenhagen Accord and lists the 112 Parties – 111 countries and the European Union – that have indicated their support for the Accord.

“The Copenhagen Accord is not least significant because it includes a clear pledge by industrialized nations to provide short-term and long-term finance for developing countries for adaptation and mitigation,” said Mr. de Boer. “At the same time, it is clear that the Accord can be used to help advance the formal negotiations towards a successful outcome in Mexico,” he added.

The next round of UNFCCC negotiations is scheduled to be held in Bonn on 9-11 April. That meeting will be followed by a two-week negotiating round, also in Bonn, which will comprise the 32nd session of the UNFCCC Convention subsidiary bodies, between 31 May and 11 June.

With 194 Parties, UNFCCC has near universal membership and is the parent treaty of the 1997 Kyoto Protocol. The Kyoto Protocol has been ratified by 190 of the UNFCCC Parties. Under the Protocol, 37 States, consisting of highly industrialized countries and countries undergoing the process of transition to a market economy, have legally binding emission limitation and reduction commitments. Great: 194 – 75 = 119 missing

Het Klimaatbureau van de VN heeft gisteren bekend gemaakt dat inmiddels 75 landen zich verbinden tot CO2-reductie. Zij onderschrijven het ’akkoord van Kopenhagen’. Aldus meldt de UNFCCC.

Alle grote vervuilers, inclusief de Verenigde Staten en China, hebben zich achter dat akkoord van Kopenhagen geschaard. Dat verwoordt het beginsel dat de veronderstelde opwarming van de aarde moet worden beperkt tot 2 graden Celcius.

Ben het maar gedeeltelijk met hem eens. De grote winst is inderdaad dat met het accepteren van de werkelijkheid in Kopenhagen zowel Amerika als China een ommezwaai maken van jewelste. Het is uit en over met het tijdperk van de ongebreidelde vernietiging van natuurlijke hulpbronnen en de aarde zelf.

China kan zich permitteren weinig toe te geven en veel te eisen: het zal de doelstellingen toch wel halen, en ondertussen de onwilligen en onwetenden overspoelen met zonnecellen, intelligente opslagsystemen, efficiënte besturingseenheden, enz. Beslissingen gaan razendsnel (men bouwt in vijf jaar tijd 100.000 windmolens in de Gobi-woestijn), en men kent er geen ideologische scheiding tussen markt en overheid.

Het Kopenhagenakkoord is een ceremoniële bevestiging van deze ontwikkeling, met de slimme Chinezen aan het stuur en een toch moedige Obama, die in het thuisland het neo-Romeinse imperium moet uitleggen dat het nog net niet te laat is voor het lot dat ooit het oude Rome heeft getroffen. European and United Nations carbon prices fell the most since February after the Copenhagen climate accord didn’t set targets that would boost demand for permits.

European Union carbon-dioxide allowances for delivery in December 2010 declined as much as 8.7 percent to 12.40 euros on the European Climate Exchange in London. They traded down 5.7 percent at 1 p.m. on the first day of trading since the summit concluded Dec. 19.

Cramer gaf toe dat de uitkomst van Kopenhagen ,,een grote teleurstelling” was, maar ze blijft hoopvol gestemd. ,,We hebben nog steeds perspectief. Je kunt zeggen: het glas is zo goed als leeg, maar er zit in elk geval water in het glas. Er zijn voorzichtige eerste stappen gezet. Het is begrijpelijk dat je niet in één keer alles kunt binnenhalen.”
